(A) The fact that a license or permit has been granted to any person or entity by the state to engage in the operation, conduct, maintenance, or management of any business or premises shall not exempt such person or entity from the necessity of procuring a license or permit from the city if such license is required by this code.
(B) No license or permit required by this code shall be issued to any person or entity who or which is required to have a license or permit from the state until such person shall submit evidence of such state license or permit and proof that all fees appertaining thereto have been paid.
