Prior to applying for any building or zoning permit, an owner of any premises shall apply for and receive an address for those premises. All premises and/or mailboxes shall bear a distinctive street number in accordance with and as designated upon the street numbering maps on file in the offices of the city and with the entity designated by the City Council to assign the numbers, which maps, by reference, together with any revisions thereof, shall become a part of this chapter.
