The Department of Public Works may make such additional rules and regulations, subject to the approval of the Council upon recommendation of the City Manager, pertaining to the making of openings or excavations in streets, and the building of any vault, stair or areaway in or under the streets, as are necessary to secure the health and safety of the public and for the protection of property, and such rules and regulations shall constitute the standards upon which the permits hereinbefore required shall be issued.
