§ 98.05  PERMIT REQUIRED FOR CULVERT OR DRAINAGE DITCH WORK.
   No culvert shall be installed without first procuring a permit from the Department of Public Works. No drainage ditch shall be filled or covered or otherwise obstructed without first procuring a permit from the Department of Public Works. If the city, upon the request of the permittee, does the required work, the costs shall be charged to the permittee.
