This chapter establishes the minimum requirements for the initial and continued occupancy and use of every dwelling unit which is not owner occupied. Such structures and premises existing on the effective date of this chapter shall be brought into full compliance not more than 12 months from such effective date or such earlier or later date as may be ordered by the Housing Administrator for good cause involving health and safety.
