This chapter is enacted to protect the public health, safety and welfare and is intended to apply to all dwelling units which are not owner occupied. Toward that goal, this chapter establishes the following:
(A) Minimum standards for the maintenance of rental structures and the surrounding premises;
(B) Responsibilities of owners, renters, operators and occupants of such structures; and
(C) Administration, enforcement and penalties.
