§ 96.36  HARBOR MASTER AND DEPUTIES; POWERS AND DUTIES.
   (A)   Harbor Master.  There shall be an office of Harbor Master, which office shall carry with it the powers and duties usually appertaining thereto and, in addition, the enforcement of this subchapter and the powers and duties hereinafter set forth. The office of Harbor Master shall be held by the City Engineer.

   (B)   Deputies. The Harbor Master shall have the power to appoint one or more deputies to assist him in the performance of his duties and to assume his duties during his absence, disqualification or illness.

   (C)   Powers. The Harbor Master and his deputies shall be sworn in as special policemen for the purpose of enforcing the regulations of the city concerning the harbor, enforcement of this chapter, and the preservation of the public peace and quiet in and about the harbor, and, for such purposes only, shall have the power and authority of police officers of the city.

   (D)   Duties.
      (1)   The Harbor Master shall keep an accurate account and record of all damage to bridges, docks, wharves and other public or private property pertaining to the harbor, and shall gather information and evidence concerning such damage, the cause thereof and the responsibility therefor. It shall be the duty of the Harbor Master to take such action as may be necessary to prevent encroachments upon the harbor lines as now established or which may hereafter be established.
      (2)   The Harbor Master shall give such orders and directions relative to the location, change of place of station, manner of moving or use of the harbor of or by every vessel, craft or float lying, moving, anchored or laid up in the harbor or laid partially in the harbor and partially on adjacent properties of whatsoever nature, as may be deemed necessary to promote good order therein and the safety and equal convenience of such vessels, crafts and floats, and so regulate the same so that the harbor shall not be unnecessarily congested.
      (3)   The Harbor Master shall give such further orders and directions relative to the speeds at which vessels, crafts and floats may be floated, propelled, driven, rowed, operated or moved in said harbor, as may be deemed necessary to promote the safety of all objects upon the waters of said harbors as well as the shores, wharves, docks, landings and all properties of whatsoever nature adjacent to the harbor.
