For the purpose of this subchapter the following definitions shall apply, unless the context clearly indicates or requires a different meaning.
HARBOR. All the navigable waters within the city limits and all the lagoons, wing dams, wharves, docks, revetments and piers adjacent thereto.
VESSEL, CRAFT and FLOAT. Every kind of steam, sailing or other craft or vessel, irrespective of its means of propulsion, and every barge, raft or scow, irrespective of its means of propulsion.
