A violation of any section of this chapter shall be considered a civil infraction which is punishable by fine in an amount established by resolution of City Council from time to time upon recommendation of the City Manager and/or fines assessed by the court of jurisdiction and said coaster wheeled device(s) used shall be impounded by the city until disposition of the case.
