The City Council has determined that the use of coaster wheeled devices on certain streets and sidewalks within the city can create a hazard for pedestrian traffic, motor vehicular traffic and to the individuals themselves who are using the coaster wheeled devices. The city further finds that in order to avoid this hazardous condition, and to eliminate the potential for accidents, it is necessary to enact this chapter prohibiting their use in certain areas.
