For the purpose of this chapter the following definition shall apply unless the context clearly indicates or requires a different meaning.
BICYCLE. Every device propelled by human power upon which a person may ride, having two tandem wheels. It includes pedal bicycles with helper motors rated less than one brake horsepower transmitted by friction and not by gear or chain, which produce only ordinary pedaling speeds up to a maximum of 20 miles per hour.
