§ 71.10  PRESUMPTION OF OWNERSHIP.
   It is hereby declared that for the purposes of this chapter it is presumed that the snowmobile registered to an owner is being operated by the owner and unless the presumption is rebutted the owner shall be liable under the penalty and impoundment clauses as herein provided.
