Any snowmobile operated contrary to or in violation of any provisions of the Public Acts of the State of Michigan, or being operated with defective equipment, may be impounded at the discretion of the Police Department of the city. In the event a snowmobile is impounded, the owner of the snowmobile must pay the cost of transportation, towing and storage and prove ownership of the snowmobile before it will be released to him.
