No snowmobile shall be operated in the city:
(A) Unless it has at least one headlight and one taillight turned on at all times during operation including daylight;
(B) Unless it has an adequate braking system capable of:
(1) Stopping the snowmobile in not more than 40 feet from an initial steady speed of 20 miles per hour; or
(2) Locking the snowmobile's traction belt or belts; and
(C) Unless it is equipped with a muffler in good working order and in constant operation to prevent excessive or unusual noise.
