(A) There is hereby established a Human Relations Board which shall consist of five members to be appointed by the Mayor with the approval of the City Council. The members of the Board, as nearly as possible, shall be representative of the community, including management, labor and the various racial, ethnic and religious groups, and personally shall have manifested and demonstrated their interest in improving human relations. The members shall serve without compensation.
(B) Of the five members first appointed, one shall be appointed for one year, two for two years and two for three years. Thereafter, all appointments to the Board shall be for a term of three years. A member shall continue in office until a successor is appointed and takes office. A member may be reappointed for a second full term. After serving a second term, a member must wait one year before becoming eligible for reappointment to another term on the Board. In the event of the death or resignation of any member, his or her successor shall be appointed to serve for the unexpired term for which such member had been appointed.
(C) Two additional ex-officio members shall be appointed annually by the Mayor and the City Council. One shall be a member of the City Council and the other shall be a city official, other than a City Commissioner, recommended by the City Manager.
(D) The City Manager, with the concurrence of the City Council, shall designate someone to serve as Secretary to the Board and shall provide such administrative support as may be required.
(E) Membership on the Board may be terminated by the City Council upon a finding of good cause. Among others, three consecutive unexcused absences from regularly scheduled meetings shall be considered good cause.
