(A) Office established. There shall be a City Engineer, who shall be a registered professional civil engineer.

(B) Appointment. The City Engineer shall be appointed by the City Manager, subject to the approval of the Council, in accordance with Section 3.4 of the Charter.

(C) Powers and duties. The powers and duties of the City Engineer shall be as follows: He shall be responsible to the City Manager.

(D) City Manager to act if qualified. In the event that the City Manager shall be a registered professional engineer, the office of the City Engineer may remain vacant and the duties of such office shall automatically be delegated to the City Manager.
