The polls of all elections shall be opened at the time prescribed by law for the opening of polls at state elections, or as soon thereafter as may be, on election day and shall remain open until the time prescribed by law for the closing of polls at such elections of the same day. Every qualified elector present and in line at the polls at the hour prescribed for the closing thereof shall be allowed to vote.
