Sec. 10.5.  ELECTION COMMISSION.
   An election commission is hereby created, consisting of the Clerk, the Mayor and the City Attorney. The Clerk shall be chairman. The commission shall have charge of all activities and duties required of it by state law and this charter relating to the conduct of elections in the city. To assure rotation of the duties of election officials among the people of the community, the aggregate number of inspectors of election, clerks of election, and gatekeepers in each precinct at any biennial city election who have served in any such capacity within two years prior to such biennial city election shall not exceed three (3) in number. The compensation of election personnel shall be determined in advance by the Council, and shall be a fixed amount for each election; provided, such compensation shall not exceed the amount appropriated for elections in the budget, unless such increase shall first have been approved by the Council as are other increases in appropriations for any department or function. In the event of a conflict in election procedure as between the general election laws of the state and the provisions of this charter, or in any case where election procedure is in doubt, the election commission shall prescribe the procedure to be followed.
