The Council may appoint and maintain a City Planning Commission in accordance with and having the powers and duties granted by the provisions of a state law relating to such commissions. The Council shall appropriate the necessary funds and provide all needed rules, regulations, and ordinances for carrying into effect the work and purposes of such commission.
