Sec. 4.9.  PUBLICATION OF COUNCIL PROCEEDINGS.
   The proceedings of the Council shall be published at least once within ten (10) days after approval of the Council. The publication of a synopsis of such proceedings prepared by the clerk and approved by the Council showing the substance of each separate proceeding of the Council shall be a sufficient compliance with the requirements of this section.
