No person shall be elected or appointed to any office who is in default to the city. No person shall be eligible to any elective office of the city unless he shall be an elector thereof. No person who holds or who has held the office of Councilman shall be eligible to any appointive office of the city until two (2) years have elapsed following the expiration of the term of office for which he was elected.
