Sec. 3.4.  ADMINISTRATIVE OFFICERS - APPOINTMENT, TERMS, AND REMUNERATIONS.
   (a)   The City Manager shall hold office by virtue of appointment by the Council, which body shall also set his salary. He shall hold office at the pleasure of the Council.
   (b)   Subject to the confirmation of the Council, the Clerk, City Treasurer, Assessor, City Attorney, Health Officer, Chief of Police, Fire Chief and the holders of such additional offices as shall be created by the Council in accordance with the provisions of this chapter shall be appointed or selected by the City Manager. Officers appointed by the City Manager as herein provided may be discharged by the City Manager without confirmation of the Council. The salaries of the Clerk, Treasurer, Assessor, City Attorney and Health Officer shall be set by the Council. Salaries of all other administrative officers shall be set by the City Manager, subject to budget appropriations.
