The terms of office of Councilmen shall be four (4) years for the three candidates receiving the highest, second highest, and third highest votes for that office and two (2) years for the candidate receiving the fourth highest vote of that office at each municipal election at which Councilmen are elected. The terms of office of all elected officers of the city shall commence on and date from the Monday following the regular city election at which they are elected. No councilmen shall serve more than three (3) consecutive terms, whether full or partial terms.
