Sec. 1.1.  BOUNDARIES.
   The following described territory, together with all territories that may hereafter be annexed thereto, shall continue and remain a body corporate under the official name and title of “City of Cheboygan”, and shall be subject to the municipal control of said city:
   Fractional sections nineteen, twenty-eight, twenty-nine, thirty and thirty-one; sections thirty-two and thirty-three, all in town thirty-eight north, of range one west; all lying east of the north and south quarter line in fractional section twenty-four, and the east half of sections twenty-five and thirty-six, in town thirty-eight north, of range two west; the northeast quarter of section one in town thirty-seven north, of range two west; the north half of sections four, five and six; in town thirty-seven north, of range one west; all lying and being in the county of Cheboygan and State of Michigan (including the present organized village of Cheboygan), be and the same is hereby set off and detached from the township of Benton, Beaugrand and Inverness, in said county, as now organized, and erected into and declared to be a city by the name of the City of Cheboygan, by which name it shall hereafter be known.
   Said city shall have and enjoy full jurisdiction over the waters of the Straits of Mackinac, for the full length of the water front of the city, and for a sufficient distance out over the said waters to include all natural or artificial accretions or grain of soil, the filling out from the shore and making or reclaiming of land; also all break waters, wharves, piers, and structures of every kind; and all boats, floats and vessels moored to any such structure or at rest or at anchor or in use in the vicinity thereof, for all proper sanitary, quarantine, police, and other municipal purposes, subject only to the jurisdiction thereover had and exercised by the United States of America and by the State of Michigan.
