3-1-4: INVESTIGATION OF APPLICANT:
   A.   Upon the receipt of an application for a license or permit where this Code necessitates an inspection or investigation before the issuance of such permit or license, the Village Clerk shall refer such application to the proper officer for making such investigation within forty eight (48) hours of the time of such receipt.
   B.   The officer charged with the duty of making an investigation or inspection shall make a report thereon, favorable or otherwise, within ten (10) days after receiving the application or a copy thereof.
   C.   The officer shall make or cause to be made an investigation in regard to such license or permit in connection with the care and handling of food and the prevention of nuisances and the spread of disease, for the protection of health.
   D.   No license or permit of any nature whatsoever shall be issued by the Village of Chebanse. No Village services such as limb or branch removal, use of exempt water meter, 50/50 sidewalk replacement program, or use of the Village sign will be offered to any person or entity who is indebted to the Village, or to any department thereof, or who is indebted to the Village for any fine or penalty adjusted against such person for the violation of any ordinance of the Village, unless indebtedness or the fine penalty is first paid.
