3-1-3: FORMS AND SIGNATURES:
   A.   Forms: Forms for all licenses and permits and applications therefor shall be prepared and kept on file by the Village Clerk. (1990 Code § 11.103)
   B.   Signatures: Each license or permit issued shall bear the signature of the Village President and the Village Clerk in the absence of any provision to the contrary. (1990 Code § 11.104)
