All general ordinances of the Village passed by the Board of Trustees prior to the passage of this Code are hereby repealed, unless hereinafter substantially restated word for word, in which case, any such ordinances are herewith codified, or except such as are referred to herein as being still in force or are by necessary implication herein reserved from repeal (subject to the saving clauses contained in following sections), from which are excluded the following ordinances which are not hereby repealed:
A. Tax levy ordinances;
B. Appropriation ordinances;
C. Ordinances relating to boundaries and annexations;
D. Franchise and other ordinances granting special rights to persons or corporations;
E. Contract ordinances and ordinances authorizing the execution of a contract or the issuance of warrants;
F. Ordinances authorizing purchases;
G. Salary ordinances;
H. Ordinances establishing, naming or vacating streets, alleys or other public places;
I. Ordinances establishing the Village datum;
J. Improvement ordinances;
K. Bond ordinances;
L. Special assessment ordinances;
M. Ordinances relating to sale of special assessment liens;
N. Ordinances relating to elections;
O. Ordinances relating to the transfer or acceptance of real estate by or from the Village;
P. The ordinances adopting Federal Social Security;
Q. The Municipal Service Occupation Tax; and
R. All special ordinances, and amendments thereof and thereto. (1990 Code § 1.401; amd. 2019 Code)
