11-3-2: SEWER SYSTEM:
   A.   Public System:
      1.   No plat of any new subdivision shall be approved by the Village Board of Trustees unless the same provides for, and assures the construction by the subdivider of, a sanitary sewage collection system which shall be adequate to serve the needs of the entire subdivision when the same is fully developed. The location and design of the system shall be approved by the Village Board of Trustees and the Illinois Environmental Protection Agency.
      2.   No plat of any new subdivision shall be approved by the Village Board of Trustees unless the same provides for and assures adequate treatment of all sewage for the entire subdivision when the same is fully developed. The location and design of the treatment facilities, if other than that provided by the Village, shall be approved by the Village Board of Trustees and the Illinois Environmental Protection Agency.
   B.   Private System:
      1.   If the developer requests approval for the use of individual septic tanks as a method of treatment, the developer shall provide percolation test data at a minimum frequency of one test hole for each lot in the approximate areas of the proposed absorption field. The use of such septic tanks as a method of treatment must be approved by the Village Board of Trustees and the Kankakee County or Iroquois County Health Department and, if approved, shall be installed using the latest plans and specifications on file with the Kankakee County or Iroquois County Health Department.
      2.   If the developer's request for use of individual septic tanks is granted, the developer shall provide a set of preliminary plans for a sewage collection system that will adequately serve the needs for the entire development. These preliminary plans shall show locations of manholes, cleanouts, sewer line sizes, flow line elevations with grades and all other information that is normally shown on such a preliminary plan.
