11-2-1: RULES OF WORD CONSTRUCTION:

A. Words used in the present tense shall include the future; words used in the singular number shall include the plural number, and the plural the singular.

B. The word "shall" is mandatory and not discretionary; the word "may" is permissive.

C. The word "building" shall include the word "structure", and the word "lot" shall include the word "plot". (Ord. 91-6, 10-7-1991)
