It shall be the duty of the owner or agent, when the building is in the course of construction, to notify the building inspector when the building is or will be ready for lathing or installation of wallboard, and the inspector shall, within three (3) days of the time specified, cause an inspection to be made. If the construction is found to be in accordance with the requirements of this chapter, the building inspector shall issue a certificate to that effect. (1990 Code § 14.120)
