9-1-4: DANGEROUS CONDITIONS:
   A.   Generally: It shall be the duty of the building inspector, when any citizen represents that ashes or combustible materials are kept in any place in the Village in an unsafe manner, or that doors, stairways, corridors, exits or fire escapes in any factory, workshop or other public places are insufficient for the escape of employees or persons in case of fire, panic or accident, or do not comply with the provisions of law, or that any part of any building in the Village is in an unsafe or dangerous condition, to make or cause to be made an examination of such places or buildings and shall have access for such purposes, and if such representations are found to be true, the inspector shall give notice in writing to the owner, occupant or person in possession of such building to make such changes, alterations or repairs as public safety or the ordinances of the Village may require. The Village President and Board of Trustees shall have full power to pass upon any question arising under the provisions of this chapter. (1990 Code § 14.106)
   B.   Dangerous Buildings: The Village may demolish, repair, enclose or remedy any building or property in accordance with section 11-31-1 of the Illinois Municipal Code, the provisions of which are incorporated within this section as though fully stated herein. (2019 Code)
   C.   Urgent Situations: Whenever the decision of the building inspector upon the safety of any building is made in a case so urgent that failure to carry out the orders to demolish or strengthen the building or part thereof may endanger life and limb, the decision and order of the building inspector shall be absolute and final.    D.   Failure To Comply: Whenever any owner, agent or occupant shall neglect or refuse to comply with any order made under the provisions of this section within the time specified in the order, said owner, agent or occupant shall be subject to a fine of not less than ten dollars ($10.00) nor more than seven hundred fifty dollars ($750.00) for each and every day such violation of any such order shall continue after the expiration of the time specified in the order.
