No person, firm or corporation shall burn or ignite leaves or tree matter except during the hours between nine o'clock (9:00) A.M. and seven o'clock (7:00) P.M. on the first and third Fridays and Saturdays of each month, except during the month of November, at which time, burning of leaves or tree matter is allowed each day except for Sundays and Thanksgiving Day; provided, that such fire shall be supervised at all times by the person, firm or corporation burning or causing the burning of any leaves or tree matter and that any leaf fire shall be located at a sufficient distance from any other property so as to prevent endangering any such other property, and that no such burning shall take place on any public street or sidewalk or on any Village property.
