The Fire Marshal and/or his or her authorized representative, or any Fire Chief and/or his or her authorized representative of fire departments serving the County Fire Protection Districts shall have the right to enter any emergency situation constituting a threat posed by fire and explosion to human life, property or the public safety for the purpose of eliminating, controlling or abating the dangerous condition or situation.
