(A) Upon the determination of a violation of this chapter or the existence of any other condition which is grounds for revocation or suspension of a license issued pursuant to this chapter, the Solid Waste and Recycling Division shall serve written notice upon the person whose license has been determined to be subject to revocation or suspension.
(B) The notice shall state:
(1) The specific grounds which make the license subject to revocation or suspension;
(2) The date, time, and place of the hearing, which shall not be earlier than seven days nor later than 15 days following service of the notice; and
(3) That the hearing will be held before the County Manager.
(C) The County Manager shall conduct the hearing and within seven days shall render his or her decision in writing either revoking the license, suspending the license for a period of time not to exceed 90 days, or finding that insufficient grounds for revocation or suspension exist and that the person should
retain his or her license. In the case of a revocation or suspension, the decision shall state the reasons for the action taken.
(D) The decision of the County Manager shall be subject to review in the Superior Court of Chatham County by proceedings in the nature of certiorari. Any petition for writ of certiorari for review shall be filed with the Clerk of Superior Court within 30 days after notice of the decision has been received by the licensee.
