(A) The Solid Waste and Recycling Division shall provide assistance to persons subject to this chapter regarding compliance with the provisions hereof.
(B) The Solid Waste and Recycling Division may grant a variance of a specific requirement of this chapter if the person seeking the variance has demonstrated that strict application of the requirement will create practical difficulties or unnecessary hardships not generally applicable to other persons in similar circumstances. The Solid Waste and Recycling Division shall specify in writing the basis for any variance granted under this division.
