§ 110.04 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   CENTRAL PERMITTING. The Chatham County Central Permitting Department.
   CLEAN WOOD WASTE. Wood waste from construction and demolition activity that has not been treated and is free of paint.
   CONSTRUCTION AND DEMOLITION DEBRIS (C&D DEBRIS). Building materials and solid waste generated from construction, demolition, and remodeling activities, including, but not limited to, clean wood waste, treated wood waste, fully cured asphalt, inert debris, lumber, gypsum wallboard, corrugated cardboard and other associated packaging, roofing material, ceramic tile, carpeting, fixtures, plastic pipe, and scrap metal.
   CONSTRUCTION AND DEMOLITION SITE (C&D SITE). A lot or parcel on which a building or structure 1,000 square feet or greater, in an unincorporated area of Chatham County (as specified on the Chatham County building or demolition permit) is being constructed, demolished, removed, remodeled, repaired, improved, deconstructed, or otherwise altered or changed. A C&D SITE does not include a lot or parcel on which any of the foregoing activities have or are taking place due to fire damage, installation of prefabricated structures, or swimming pool installation.
   CORRUGATED CARDBOARD. Three-layered cardboard material with a middle, wavy layer.
   COUNTY MANAGER. The County Manager of Chatham County or his or her designee.
   DISPOSAL RECORDS. Receipts, weight tickets, or other documentation from facilities accepting mixed or source-separated C&D debris, and includes C&D site address or building permit number, type of material, weight of material, date of disposal, facility name, and facility location.
   INERT DEBRIS. Solid waste which consists solely of material that is virtually inert, such as brick, concrete, rock and clean soil.
   LICENSED CONSTRUCTION AND DEMOLITION FACILITY (LICENSED C&D FACILITY). A solid waste facility licensed under this chapter that accepts mixed construction and demolition debris for processing and recycling, and that has demonstrated an annual minimum recycling rate of 30% (calculation based on data submitted to NCDENR).
   LICENSEE. Any person holding a license issued under this chapter.
   MIXED CONSTRUCTION AND DEMOLITION DEBRIS (MIXED C&D DEBRIS). Construction and demolition debris containing a mixture of materials, as opposed to materials that have been source-separated for the purpose of reusing or recycling.
   NCDENR. The North Carolina Department of Environment and Natural Resources.
   PERSON. An individual, partnership, corporation, limited liability company, proprietorship, association or other legal entity.
   SCRAP METAL. Includes without limitation cast iron tubs, aluminum gutters and siding, bedsprings, metal pipe, steel studs, tin roofing, and other items containing significant amounts of metal.
   SOLID WASTE AND RECYCLING DIVISION. The Chatham County Solid Waste and Recycling Division of the Environmental Quality Department.
   SOURCE-SEPARATE. Separate C&D debris at the point of generation by the generator for the purposes of reusing or recycling; (e.g. separation of items such as clean wood, concrete, corrugated cardboard, and scrap metal into separate bins for delivery to a facility that will reuse or recycle the material).
