(A) Applicants for a franchise hereunder shall pay a non-refundable application fee to the county of $3,000 which sum shall be due and payable to the county) upon submission to the county of an application for a franchise. The County Board may waive the fee for an incumbent operator seeking a franchise renewal pursuant to the informal rules provided in § 626 of the Cable Communications Policy Act of 1984, being 47 U.S.C. 521 et seq.
(B) The County Board shall review all the applicant's legal, character, financial, technical and other qualifications, and the adequacy and feasibility of its construction arrangements and its compliance with the terms of this chapter. If the County Board finds the application is in compliance with this chapter and is satisfied with the ability of the applicant to perform and is satisfied with the legal, character, financial and technical qualifications and construction arrangements, the county shall grant the applicant a franchise.
