(A) The county intends, through this chapter, to foster the development and continued operation of cable television and telecommunications systems within its jurisdiction. This chapter will contribute significantly to meeting the communications needs and desires of residents, and institutions of the county.
(B) It will foster economic growth through the encouragement and development of a telecommunications infrastructure and will position the county to meet the demands of industry in an ever changing world of technological advancements.
