If the fees as established in this article remain unpaid for a period of 60 days, then pursuant to § 2.1(B)(1) of the City Charter, the fees so assessed shall become a lien upon the property, shall be charged as a special assessment against the real property, and shall be collected in the same manner as special assessments are collected under the City Charter and the City Code.
