§ 42-31 SURVEYS AND STUDIES.
   In the preparation of the Master Plan, the Planning Commission shall make comprehensive surveys and studies of the present conditions and future growth of the city, with due regard to its relations to the neighboring territory. The plans shall be made with the general purpose of guidance in the orderly development of the city and its environs which will, in accordance with present and future needs, best promote health, safety, convenience and general welfare, as well as efficiency and economy in the process of development.
