§ 42-29 ASSISTANCE; PROGRAM.
   (A)   The Planning Commission, with the approval of the City Council, may request the City Manager for such services and data by the various city departments as it may deem necessary. The Commission may recommend to the City Council the procurement of such professional and consulting services as it may deem necessary; provided, however, that no expenditure of funds shall be made nor contract entered into for providing such professional or consulting services, unless the contract shall have been approved and authorized by the City Council.
   (B)   Not later than February 15 in each year, the Planning Commission shall prepare and submit to the City Manager a tentative outline of its program for the ensuing city fiscal year, together with its estimate of its proposed expenditures for such ensuing year, which outline and estimate shall serve as a guide for appropriations in the city budget for such year. The filing of such outline and estimate of expenditures shall in no way obligate the City Council to provide the funds requested in the budget. No funds shall be expended by the Planning Commission in excess of any amounts appropriated for its use.
