§ 42-27 COMPOSITION; TERMS; COMPENSATION; REMOVAL; QUORUM.
   (A)   The Planning Commission shall consist of 11 members, each of whom shall have the qualifications of an elector and a freeholder in the city. Of the appointed members of the Commission, 9 members shall serve 3 year staggered terms from April 10 of the year in which appointed. The remaining 2 members shall be ex officio nonvoting members: 1 the City Manager or other appointed city official as the Mayor shall direct with the consent and approval of the City Council, and the final member shall be a member of the City Council as appointed by the Mayor with the consent and approval of the City Council.
   (B)   All members of the Planning Commission shall serve without compensation.
   (C)   Any member may, upon recommendation to the City Council by a majority of the Planning Commission, be removed from office by the City Council.
   (D)   A simple majority of the voting members shall constitute a quorum for the transaction of any business.
