For the purposes of this article, the following words and phrases shall have the meanings respectively ascribed to them by this section.
ACCESS CHANNELS. Channels available to the public and governmental and educational institutions, for noncommercial, local cable programming.
CABLECASTING. The distribution of programming over a cable system.
FRANCHISE. A contractual agreement between a cable operator and a governmental authority authorizing the operator to build and operate a cable system within a given geographical area.
PUBLIC ACCESS PROGRAMMING. Programming produced or supplied by individuals, community groups, educational institutions, or governmental agencies residing within the franchise area.
