(A) The Cable Access Committee shall consist of 3 voting members.
(B) The 3 voting members shall be appointed by the City Council from the general population of the city and shall have the qualifications required by the City Charter for elective officers of the city.
(C) If the City Council determines that its cable casting interest extend beyond the city limits, 1 of the 3 voting members may be a nonresident of the city and is entitled to vote in Committee proceedings.
