The Council may, by ordinance, require, as a condition to the placing or installment thereof, that each public utility conducting a business in the city file with the city a duplicate copy of layout plans of pipes, conduits, and other facilities which are to be placed on, under, or above the surfaces of the city's streets, alleys, bridges, and public places.
