SECTION 13.13. PERSONS ELECTED – TIE VOTE.
   Candidates receiving the highest number of votes for election to an office shall be declared to have been elected to that office. If, at any city election, the outcome cannot be determined because two or more persons received an equal number of votes, the Election Commission shall name a date for the appearance of such persons for the purpose of determining the election of one of them by lot. Should any person fail to appear, in person or by representative, to determine the result of any tie at the time and place named, such determination shall be made by lot in his absence, at the direction and under the supervision of the Election Commission. Such determination shall be final.
