The Council shall establish a Planning Commission. The Council shall prescribe, by ordinance, the composition, terms of office, duties and responsibilities, limitations of authority, place and times of meetings, and such other details of procedures, instructions and responsibilities of said Planning Commission as the Council may determine not inconsistent with this Charter or applicable statutes.
