(A) The city's recreation properties and facilities and services and its parks, including its cemeteries, may constitute a department of the city government. Until such time as the Council shall make such facilities and services a department of the city, they shall be a part of the Department of Public Works.
(B) The city may join and cooperate with the School District of the city and with any unit of government in the operation, maintenance, and improvement of park and recreation property, facilities, and services, and in the conduct of recreational programs.
