SECTION 4.8. RELATIONSHIP OF COUNCIL TO ADMINISTRATIVE SERVICE.
   Neither the Council nor any of its members or committees shall dictate the appointment of any person to city office or employment by the City Manager or in any way interfere with the City Manager or any other city officer to prevent him from exercising his judgment in the conduct of the duties of his office or the appointment or employment of officers and employees in the administrative service. Except for the purpose of inquiry, the Council and its members shall deal with the administrative service solely through the City Manager. Neither the Council nor any member or committee thereof shall give orders or directions to any of the subordinates of the City Manager.
