PARALLEL REFERENCES
SECTION 4.2. ELECTION AND QUALIFICATIONS OF COUNCILMEN.
   The Council shall be the judge of the election and qualifications of its own members, including the Mayor, subject only to review by a court of competent jurisdiction.
